The active detail view and active map view of the web UI contain progress indicators and goal targets.

Progress indicators should always be displayed for each task/intervention associated with the given plan. The progress indicators are calculated based on the numerator that represents the total number of a given task completed divided by the denominator that represents the total number of units that are eligible to be completed under the current plan. The denominator of the progress indicator is dynamic and can change as structures/points are added and/or marked as ineligible.

Goal targets are percentages or counts and represent a target to be obtained in order for a given activity to be marked as 'sufficiently complete'. Goal targets are defined by the program and should be configurable. Goal targets are optional.

I like Roger's latest mockup (at bottom of page) and agree with Roger's & Matt's suggestions that the chart should go to 100 (for percentages) and show the full denominator but show a line for the target (e.g. 90%) and provide number of remaining tasks/structures .
For the percent target we could have a chart but a line where the target is. Eg the chart can still go to a hundred but we have a line at 90% for the target.
