Requirements

In Web UI Map View, need to show circle around index case just like in app - the white 'cross-hairs' is not currently being displayed in the WebUI.
One and only one household member, who is associated with a structure, is marked as an index case on the Android app
LIFECYCLE: As per Android - expected to be restricted to the life of the plan.
The WeUI does NOT need to display the configurable 1km radius (Craig Appl - Confirmed via Slack by Christina Riley 10am 15/7/19)
The target circle in the WebUI should look the same as the circle in the Android screen, i.e. should have crosshairs (Vivek Agrawal crosshairs added to mockup)
